Individual Narrative and Emotional Connection: Li Ziqi’s Case from the Perspective of New Public Diplomacy

In the new era of public diplomacy, the goal of winning public friendship of other countries remains unchanged. The continuous evolution of new media’s technologies has provided enough technical tools to individuals to engage in public diplomacy. Focusing on the case of Li Ziqi, who has been viral online since 2019, this paper analyzes the data of overseas public’s comments on Li Ziqi’s videos through the Python language, and analyzes how Li Ziqi’s videos have triggered the empathy and recognition of the overseas public and have made very good public diplomatic effect from two aspects — the individual narrative and emotional connection. In the new era of public diplomacy, public individuals will become the main players of public diplomacy while developing emotional connection and winning good feelings by sharing their daily life experience with people in other countries. Even with the feature of playing a major role and with many technical means, the most important for the new public diplomacy is, however, to have cultural consciousness and make use of China’s unique traditional cultural resources in public diplomatic practice.
The Ocean All-Russia Children’s Care Center: Nongovernmental Diplomacy Helps Promote Ever-lasting China-Russia Friendship

With flexibility, strong affinity and high participation of the public, non- governmental diplomacy has become an inherent force of friendly exchanges between the peoples of different countries, and has formed a joined force with official diplomacy through complementarity. The high-quality development of China-Russia relations not only depends on cooperation between the two governments, but also friendly exchanges between the peoples of the two countries. After the disastrous earthquake took place in Wenchuan, China, in 2008, over 1,000 children in the disaster-stricken area were invited to recover at the Ocean All-Russia Children's Care Center in Russia. In 2018, these children who have now grown up revisited the Ocean All-Russia Children’s Care Center. As one of the participants of the event, the author has taken part in the non-governmental diplomatic activities for helping each other and sharing weal and woe between the Chinese and Russian people.

As an effective way of public diplomacy, health diplomacy plays an important role in improving national soft power and building national image. During COVID-19 pandemic the open and transparent measures taken to tackle the epidemic in the Republic of Korea (ROK) have attracted worldwide attention and recognition. ROK takes this opportunity to vigorously promote health diplomacy and improve the country’s status and influence in the international community. Analyzing the specific measures taken in the ROK’s health diplomacy and the experience to learn from, the paper sheds light on China’s future health diplomacy practice.
Public Health Diplomacy from the Perspective of “Maritime Community of Shared Future” — A Case Study of Marine Hospitals

As “selfish and rational” actors, many countries inevitably “fight on their own” in crisis. With the globalization of public health security crisis becoming a hot issue in the academic circle, the concept of “maritime community of shared future” proposed by President Xi Jinping has provided a new theoretical framework for the global governance mode of public health. At the same time, the public health diplomacy based on hospital ships has built a practical path for the “maritime community of shared future”. The study of public health diplomacy in the context of “maritime community of shared future” will promote China’s effective participation in the development of international health and security mechanism and help achieve the constructive advancement in the building of “global community of shared future”.
