The establishment of the spokesman system is of great interest to the public who also benefit most directly from the system. It satisfies the public’s demand for getting to know relevant information, and marks the transformation of the function of governments which are becoming service-oriented. Based on the principle of “serving the people”, spokespersons listen to the social demands and carry out face-to-face communication with the public. Nowadays, from the central to local levels, all governmental divisions, enterprises, institutions and social organizations have established the spokesman’s system. The spokespersons not only simply publicize the government’s policies and regulations, but also represent a good combination of the governmental administrative authority and its role on promoting public relations.

The American Cultural Center Program — An Initiative of US Public Diplomacy towards China

In 2010, the United States launched the American Cultural Center program in China. By 2014, the number of American cultural centers established in China reached 24, representing a climax of the program. The American Cultural Center program has promoted American values through holding lectures and cultural activities and setting up courses. Taking the Sichuan University—Arizona State University American Cultural Center for an example, the paper reviews the background of the American Cultural Center program and analyzes the characteristics as well as shortcomings in running the program. The American Cultural Center program can be seen as a new initiative of US public diplomacy towards China.

The Five-Star Red Flag Always Flies in My Heart

From the autumn of 1977, the author began to work at the Second Division (France Division) of the Department of Western European Affairs of the Ministry of Foreign Affairs (MFA) and from December 1979, he went to work in the Chinese Embassy in France. Then he left in early 1984 and returned to China. At the beginning of 1985, he started to work in the Chinese Embassy in Morocco. After coming back to China in 1989, he worked at the France Division of MFA again. From 2003, he began to work in the Chinese Embassy in France for the second time after leaving his post at the Foreign Affairs Office of the CPC Central Committee, and continued working there until the year 2011, when he started to serve as Chinese ambassador to the Central African Republic. The author spent his last few years of diplomatic career all in Africa. Yet, no matter where he went, he had a strong feeling from the bottom of his heart that a person’s destiny is closely connected to that of his or her country, defending national interests should be put at the highest status, and a Chinese person should have the five-star red flag flying in his or her heart forever.

China’s overseas image not only lies in the common people’s eye, but also in those of scholars with their typical perceptions and understandings. As an educational entity on Chinese language and culture that “go out” to the world, Confucius Institutes, established as educational institutions for spreading Chinese culture, have become an important part of China’s public diplomacy and a part of the efforts in shaping its national image. In his book China’s Public Diplomacy: The Rising of Confucius Institutes, which was written based on examining the basic connotation of public diplomacy, public diplomacy’s relationship with a country’s soft power and national image, and a survey study of the Confucius Institutes in Australia and Germany, the German scholar Falk Hartig analyzes the strengths and functions of Confucius Institutes as well as the challenges faced by Confucius Institutes in participating in China’s public diplomacy from different aspects, including the appropriateness of public diplomacy, diversification of the “actors”, network-based and hierarchy-based communication methods, and cooperative network between Chinese and foreign stakeholders. His observations in the book provide reference to the study of many other issues, such as interaction between cultural diplomacy and public diplomacy, the “egoism” and “altruism” of public diplomacy and the role of public diplomacy in shaping the national image.
