The CPPCC and Public Diplomacy

Since the founding of the New China and the Chinese People’s Political Consultative Conference (CPPCC)in1949, the CPPCC has taken advantage of its unique strengths in the field of public diplomacy, actively undertaken its public diplomacy responsibilities stipulated in the Constitution and relevant laws and regulations, and carried out effective public diplomacy, which has been an important part of the country’s overall diplomacy. The CPPCC activities in building a series of public diplomacy platforms, organizing multi-level personnel exchanges, and carrying out public diplomacy efforts in a sustained and systematic way have achieved fruitful results and given us much food for thought.

Push Forward the Building of a Community of Development and Security in Northeast Asia

In recent years, the relationship between countries in Northeast Asia has displayed a complex trend as with the changes of the surrounding environment. In today’s world where peace, development, cooperation and win-win situations have long been universal appeals, countries in Northeast Asia should further study and draw on the successful experience of other regions in the world on integration and development, study, exchange ideas, and consult on the feasibility of building a regional development and security community, and ultimately a community of shared future at both governmental and non-governmental levels, so as to further ease regional situation and promote in-depth and pragmatic cooperation of different countries in various directions, fields, levels and subjects.

Explanation of the Current Trade Friction between Japan and the ROK

In the summer of 2019, Japan launched two rounds of economic attacks on the Republic of Korea (ROK) for the reason of national security concern, which resulted in the expansion of the two countries’ political opposition arising from trade friction to disputes of security strategy due to their different understandings of historic issues. In addition, both sides demonstrated a strong nationalist mood. This had a negative effect on the public opinions of the two countries, which had originally featured both hate and contradiction against each other. As the saying goes, “Rome wasn’t built in a day”, the current conflict between Japan and ROK is in fact an ultimate outbreak of both the contradiction concerning their understandings of history and the disputes on some islands’ sovereignty over the past years. This paper intends to interpret and evaluate the deep-seated causes behind the conflict of interests between the two countries through the appearance of trade war, and then elaborate on the various impacts of the two countries’dispute on regional cooperation and international situation, as well as the three-party military alliance of the United States, Japan and ROK.

Peace in Northeast Asia Should Starts from “ROK-China-North Korea Economic Cooperation”

Regional prosperity, peace and stability is the common wish of all countries in Northeast Asia. The key factor of realizing peace and security in Northeast Asia is how to solve the “North Korea nuclear issue”. In regard to building close communication between the Republic of Korea (ROK), China and North Korea, the author holds the idea that two new dialogue mechanisms are needed, namely the “Party to Party dialogue mechanism” and “academic dialogue mechanism”. The key to achieving this lies in how to establish mutual trust with North Korea through communication and how to stimulate North Korea to actively participate in a new process of peaceful development in Northeast Asia.

The China-US strategic competition not only affects the two countries, but also has an important impact on regional and global affairs. On China’s Strategy of Building a Community of Security in Northeast Asia

Northeast Asia, as a region with a concentration of various international security issues, is home to many major countries of different international status, which includes not only the US, Russia and China, all permanent members of the UN Security Council, but also the US, China and Japan, the top three economies in the world, and most importantly the US, Russia and China, the top three military powers in the world. In an international system without a global government, with both “dissatisfied” and “satisfied” countries moving into an era with much more fierce competition, building a community of security in Northeast Asia is not only relevant to the flexibility and plasticity of the relations among major countries, but also, more importantly, related to China’s surrounding security environment which is needed for realizing the Chinese Dream of national rejuvenation.

On the Relationship between Mongolia and the Korean Peninsula

The paper briefly examines the peculiarity and importance of the strategic position of three Northeast Asian countries, namely Mongolia, which is adjacent to northern China, North Korea and the Republic of Korea (ROK), and discusses the close relationship between Mongolia and the ROK and North Korea from the perspectives of politics, economy, humanity and culture. The paper also anticipates that Mongolia’s mediation in the Korean Peninsula issue by taking advantage of its good relationship with both North Korea and South Korea will have positive impact on the relaxation of the Korean Peninsula’s situation, and is in favor of China’s policy towards the Korean Peninsula in which China unswervingly insists on the peaceful and stable development, denuclearization, and solving the Korean Peninsula issue through dialogue and negotiation.

Abe’s Diplomatic Tendency after the House of Councillors Election

For a long time, the Japanese society has paid fairly less attention to the election at the House of Councillors. Yet for Japanese Prime Minister Shinzo Abe’s political wish on amending the Constitution, the election result of the House of Councillors has some special significance. The ruling party led by Abe won in the final victory in the recent round of election. However, the force for constitutional amendment falls short of the prescribed “two-thirds of the approval” of all the Senates. In this election, the change in Japan’s diplomacy, especially the tough diplomacy toward the Republic of Korea (ROK) which conforms to “anti-ROK sentiment”among the public in Japan, has a significant impact on the election result , and meanwhile leads to the downturn of Japan-ROK relations. All these will have a bearing on the adjustment and future trend of the Japan-ROK relations, China-Japan relations and even the East Asian relations.
