Since the establishment of diplomatic relations, China and France have conducted in-depth exchanges and cooperation in economic, political and cultural fields, with visible results. The year 2019 marks the 40th anniversary of China’s reform and opening up. The process of China’s reform and opening up is also closely related to the development of the relationship between China and France, which runs through the whole process of reform and opening up. The author started working at the France Division of the Western European Department of the Ministry of Foreign Affairs in 1977, and his following 40-year diplomatic career is basically related to the Sino-France relations. This paper reviews the ups and downs of Sino-France relations since the establishment of the diplomatic relations and China’s reform and opening up, and explores the development as well as the significance of Sino-France relations and China’s reform and opening up.

The Innovative Progress of China’s Public Diplomacy since the 18th National Congress of CPC

Since the 18th National Congress of the Communist Party of China(CPC), with the historic changes in China’s relations with other countries in the world and the striding forward of China’s major country diplomacy, the theoretical research on China’s public diplomacy has been upgraded to a new level. New breakthrough in the practice of public diplomacy has also been made. An encouraging situation with all-round, wide-ranging and innovative development in public diplomacy has come into being. In the future, public diplomacy will play a bigger role in promoting people-to-people communication, understanding and relationship between China and other countries in the world.

The Innovative Progress of China's Public Diplomacy since the 18th Ballet Diplomacy Helps China-Japan Relations Enter into a New Era

Mutual study and exchange among civilizations is an important driving force of human development and progress. Artistic exchanges have always played an important role in the cultural diplomatic activities between countries  in the world now. For half a century, “ballet diplomacy” between China and Japan has witnessed a history of cultural friendship between the two countries. Traditional Chinese “red” classical ballet plays, represented by the White Haired Girl, have built a bridge between the hearts and mind of Chinese and Japanese people through the art on toes. Over the past 60 years, Japan’s Matsuyama Ballet Troupe has made outstanding contributions to the Sino-Japan friendship by telling the “Chinese story” through the art of ballet. They have come to China  for performances for 16 times. The successful dissemination of the White Haired Girl ballet in Japan is a successful case of China’s story presented to the world audience. We should further promote the horizontal exchange and in-depth development of “ballet diplomacy”. Through exchanges and development of “ballet diplomacy”, we should better tell China’s stories to the world through the art of ballet and other artistic forms, so as to help Sino-Japan relations enter into a new era.

In 2017, China and India ended their “Donglang confrontation” and Sino- India relations began to come out of a low ebb. In 2018, the bilateral relations have further warmed up and the public opinion environment has been transitioning toward the direction conducive to the sound development of the bilateral relations. During the period, high-level strategic communications played a key role and in particular, in April 2018, the informal meeting between the leaders of the two countries in Wuhan in central China reshaped Sino-India relations, providing both a boost for the bilateral relations and guiding principles for implementing the consensus. Since then, Sino-India relations have steadily recovered and entered the fast track of development.

Since the beginning of 2019, whether Abe will keep on serving as the leader of the Liberal Democratic Party (LDP) and Prime Minister of Japan at the end of his third-term presidency of the LDP in 2021 and achieve his fourth re-election has aroused heated discussion in Japan. In the author’s opinion, the discussion reflects that the Abe administration is now confronting a series of domestic and foreign affairs issues which are difficult to solve in a short-term. As far as domestic affairs are concerned, Abe’s long-cherished desire to amend the existing, and introduce a new, constitution of Japan is difficult to realize. And on the diplomatic level, the Japanese-Russian territorial issue and the normalization of Japan-DPRK relations are undoubtedly questions of the greatest concern for the Abe administration.

With the advancement of building a community of shared future between China and its neighbors, it has become the focus of current research to review and study the dilemmas that may be encountered in the process, and also to explore the ways out of these dilemmas. On the basis of a brief analysis of the concept of building such a community with a shared future, the paper analyses the five kinds of predicaments, namely, that of defining the concept, of just one-sided wishful thinking, of existing differences, of a community of shared future on a superficial level and of power transformation in building a community of shared future. Then it puts forward suggestions on the ways out of these predicaments in the hope of pushing forward the building of a community of shared future.
