The Belt and Road Initiative is a major undertaking for China. Southeast Asia is a key area for implementing the BRI. A large number of Chinese enterprises are expanding their markets in Southeast Asia. They are plagued with the differences in culture and law between these countries and China, constrained by various policies promulgated by local governments, and are troubled by the frequent change of government leaders. These difficulties encountered in the process of investment and market expansion have highlighted the importance and urgency of mutual cultural trust.

The Chinese community in Malaysia plays a very important role in the implementation of the Belt and Road Initiative. Therefore, it is of great significance to investigate the real response of the Malaysian Chinese community to the BRI. This article collects the reports in Malaysia’s newspaper Sin Chew Daily on the response of the local Chinese community to the BRI in 2017, offers a relevant database and makes statistical analysis, in the hope of providing a close look and reference to all those concerned in regard to the response, attitude and thoughts of the Chinese community in Malaysia on the BRI.

Since the launch of the reform and opening up program, public diplomacy by Chinese cities has developed rapidly, the level of internationalization of these cities has gone up, and their international images have been improved. In recent years, research institutes of city public diplomacy have been established, and seminars on city public diplomacy have been held. Chinese scholars have devoted much energy to city public diplomacy and published a series of research findings. This paper reviews and analyzes city public diplomacy activities, summarizes the experience and lessons, and puts forward proposals and suggestions.

To tell the Chinese story well, it is important to select good topics, innovate narrative paradigm, explain the development of China’s private economy, and actively interpret the implications of Chinese economic stories in the new era. All these are important issues to tackle in public diplomacy focusing on economic stories.

Founding of the First Confucius Institute in Samoa

The ceremony to unveil the Confucius Institute at the National University of Samoa (NUS) was held on September 10, 2018, marking the establishment of the first Confucius institute in the Independent State of Samoa. This institute is co- founded by Liaocheng University and Samoa National University. Under the joint guidance of the Confucius Institute Headquarters/Hanban, Chinese Ambassador to Samoa, Liaocheng University and Samoa National University, the Confucius Institute of Samoa is committed to promoting Chinese language teaching in Samoa, enhancing the understanding of Chinese culture among the Samoan people, creating a platform for educational and cultural exchanges between China and Samoa as well as a bridge for friendly cooperation between the people of the two countries, serving the Belt and Road Initiative projects in the South Pacific region, and contributing to the building of the global community of shared future.

Image Game in Diplomatic Practice: A Review of The Logic of Images in International Relations

Robert Jervis, a theorist of international relations, rewrote his doctoral thesis which was published in 1970. The translation of The Logic of Images  in International Relations was finally published in 2017. The book’s focus on “signaling” and “deception” in international relations is not out of date. In fact, it is of greater importance in emphasizing national discourse today. Jervis provided a new angle to such diplomatic techniques, i.e., it is of both strategic importance and great significance in analyzing diplomatic practices through the study of the use of signals and images. Based on the theory in the book and specific cases, this paper tries to interpret and reflect on the image game and its value in diplomatic practice.
