Lv Renhong · 146 ·

CNOOC has carried out transnational operations for more than 20 years. Facing complex political, economic and social environment in energy resource-rich countries, CNOOC has been enhancing its communication with local governments, seeking joint development with various stakeholders, implementing the strategy of localization of human resources, actively fulfilling its corporate social responsibility, and properly dealing with the media, as well as strengthening cultural publicity. It has formed a management model for public diplomacy in line with its own international strategy, which provides a strong effect on its strategic goals in transnational operations. In the future, with the continuous change in the international environment and the further implementation of the Belt and Road Initiative, CNOOC and other big companies which adopt the “go global” strategy should further strengthen public diplomacy, effectively use government, partners, private resources, media and other forces to enhance the companies’ overall competitiveness, and realize their long-term goals of transnational operations.
