Economic Security under Opening up:the Concept, Theory and Future Research Plan

Over the past 40 years of reform and opening up, China has achieved rapid economic and social development by opening its doors, actively integrating into the world, taking part in the global industrial division and economic cycle. However, an open economy also implies more internal and external risks and challenges. After the Asian Financial Crisis in 1997, economic security began to enter the realm of China's political, economic and academic circles. In the second decade of the 21st century, China and the world have been facing "great changes not seen in a century". Both international political economy and domestic development have encountered unprecedented impacts and challenges. In this context, the concept, theory and future research plan of economic security urgently need to be clarified and further developed.

The Prospects and Problems of AI Technology Application in Public Diplomacy

Artificial intelligence(AI)technology is building an integrated digital ecosystem combining human beings, machines and information. It is changing the rules and models of the information dissemination of public diplomacy. In this new ecosystem, the effectiveness of public diplomacy will rely on whether the data or information can be exchanged and transmitted in an optimized way. Public diplomacy will shift from digital public diplomacy and data public diplomacy to intelligent public diplomacy. At present, the most likely prospects of applying AI technology in the field of public diplomacy include the construction of intelligent international public opinion monitoring and analysis, automatic information dissemination based on political robots, and immersive experience communication application driven by AI technology. At the same time, there are also many challenges in the application of AI technology in public diplomacy, which include that AI technology increases the vulnerability and risk of social information system and decision-making; the rise of non-state actors such as large-scale technology companies in the power structure; and the mismatch between technical standards and practical applications.

Ideas on Promoting High-Quality People-to-People Affinity under the Belt and Road Initiative

To promote people-to-people affinity in Belt and Road Initiative partner countries, we must properly handle the following eight major relationships such as that between the government and society, “soft link” and “hard link”, the overall situation and key points, “bringing in” and “going out”, elite and the masses, input and output, internal and international communication, and the relationship with major western powers. We also need to make an overall effort in the eight areas which include foreign aid, external communication, Chinese language communication, education and training, management of overseas enterprises and staff, foreign affairs management system, culture and sports products, and studies of specific countries, so as to promote high-quality people-to-people affinity.

The Public Diplomatic Significance of the Beijing-Tokyo Forum

The Beijing-Tokyo Forum is a new type of non-governmental exchange platform built by China’s press and academic communities and Japan’s non-governmental organizationsfor promoting China-Japan public diplomacy and development of China-Japan relations as well as mutual understanding and communication between the two countries. By reviewing the 15 years of history of the Beijing-Tokyo Forum, this paper discusses the Forum’s international influence and popularity which have steadily increased. Especially the in-depth discussion and communication on major issues related to the development of China-Japan relationsin the Forum have influenced and guided the public opinionin both China and Japan. The Forum has become an important public diplomacy platform for high-level non-governmental exchanges between the two countries, making a positive contribution to the development of China-Japan relations.
