Shortly after the People’s Republic of China was founded in 1949, it was necessary and in its interest for China to join the socialist camp led by the Soviet Union. In 1954, China proposed the five principles of “peaceful coexistence”. At the Bandung Conference in 1955, China, India and Myanmar jointly advocated the five principles as a means of good governance in Asia and the whole world. Early in the 21st century, China proposed a new concept of “win-win cooperation” as an important principle for international relations in the new global era.

The Committee for Friendship with Foreign Countries of Shanghai’s People’s Political Consultative Conference, the Information Office of the Shanghai Municipal Government, and the Shanghai Institute for International Studies jointly conducted a survey on Shanghai’s image in foreigners’ eyes. The research team conducted statistical analysis and obtained valuable first-hand materials. The report proposed suggestions on the building of Shanghai’s comprehensive strength, public-policy making and publicity programs.

Public diplomacy has to deal with all strata of society, and achieve understanding and consensus through various kinds of official and civil, bilateral and multilateral dialogues. As states are no longer the only category of entities of importance in the world, more and more international organizations have been paying more attention to public diplomacy, communicating with non-governmental organizations and peoples from different countries, deepening understanding and cooperation, and seeking support and help from various parties. The United Nations has done much productive and meaningful work in this regard.
