According to its new reform plans, China aims to strengthen the building of its socialist culture and promote cultural exchanges with other countries to boost its national image. Internationally, China needs the participation of acting bodies at the same level to effectively polish its global image and tell its stories.Domestically, China needs to follow the underlying theme ofcomprehensive reform and solidify its infrastructure for international publicity. To enhance China’s cultural soft power we need to actively foster new concepts and update the forms of international communication, and improve the capacity of our communication management and obtain a better say in the international community.
Readjusting Our Mentality and Sharing the Chinese Dream with the Rest of the World

Being more skillful in presenting China to the rest of the world, we will harvest goodwill from the rest of the world to better understand China and contribute to the building of a peaceful international environment for our development and reform. To do this we need to improve our channels and skills for promoting public diplomacy and international communication, and also readjust our mentality to a more objective view of ourselves and our relationship with the rest of the world. For the rest of the world to have an objective understanding of the Chinese Dream and for China to share its dream with the rest of the world,we must adopt a more active, open and inclusive attitude in addressing our relationship with the rest of the world.

The Charhar Public Diplomacy Forum was held at the CPPCC Auditorium in Beijing on November 30, 2013. Featuring the theme “Share the Chinese Dream with the rest of the world,” the annual conference was sponsored by the CPPCC’s Foreign Affairs Committee and attended by CPPCC Vice Chairman Ma Biao at the opening ceremony, and Deputy Secretary-General Wang Shenghong, deputies of the Foreign Affairs Committee Wang Guoqing, Han Fangming and Jin Xuefeng, Director of the 11th Foreign Affairs Committee Zhao Qizheng, and other members of the Committee. The guests gave speeches focusedon the theme, and held discussions at the two sub-forums “The Chinese Dream and Public Diplomacy” and “International Communication of the Chinese Dream”.

In promoting public diplomacy with peripheral countries, especially with its East Asian neighbors, China needs to remove the misconceptions that have arisen in modern times, viz., the contradictions between the traditional vertical hierarchy withChina at the center and the imported Western horizontal order with sovereign states at the core, in an effort to reshape cultural awareness in East Asia today through dialogues between different cultures. China also needs to revitalize its traditional culture while making a modern transition in this age of globalization to promote the innovation of humanity and civilization. It should also work out a way to win the acknowledgement of its peripheral countries toward China’s traditions and values,which is a core component of China’s cultural undertaking in promoting friendship,honesty, mutual benefit and inclusiveness with its neighbors.
