8月1日，辽宁省盘锦市绕阳河左岸曙四联段一处堤坝发生溃口，在国家防总办公室、应急管理部及辽宁省委省政府的部署下，当地紧张有序推进抢险工作，及时转移沿岸群众，影响区域人员已全部撤出。目前，抢险工作仍在进行中。
